I have the honour to forward the enclosed copy of

Hongkong to the Honourable the Secretary of State at Washington,
on his recent inspection of the Prisoners of War Comp here and to
make the following remarks thereon.

Regarding the sug astion marked A on page 3 of the
that the Prisoners of War should be allowed free access
to the Consul-General I am of opinion that to allow this would
give rise to an unnecessary amount of correspondence. I think the
Prisers of War may well be left under direct and absolute
Brition management without interference by the United States of
America's Consul-General also that the British management may well
be trusted to refer to the United States of America's Consul-
-General if necessary.

More freedom as to writing letters in German rather
Sanction is given for the
writing of letters in German in special cases. To give it too
freely would throw ad·litional work on the Censor dealing with the
in German, correspondence, so it is not encouraged.

Food (C on page 3) My Deputy Director General of
liedical Services informs me that the food ration from a Medical
point of view is quite satisfactory.
